in washington today, there was a major announcement regarding president obama's cabinet. massachusetts senator john kerry was nominated to be the next secretary of state. after confirmation, the former presidential candidate will succeed hillary clinton to serve as america's top diplomat. so what can we expect from him in that role? for answers, i spoke to the former u.s. state department spokesman. of course, americans united nations ambassador, susan rice, was the top favorite. how effective will john kerry be? >> he has great spirits. in a sense, the obama administration has used him very effectively in the past four years. he was first on the ground in copenhagen with the climate change negotiations. he was inserted into the troubled relationship the united states has with pakistan. he has had effective conversations with president karzai, and he did some yeoman's work when it came to negotiations with south sudan. he has made his mark already in terms of conflict reduction, crisis mitigation. i think he will carry that experience into his new position. >> nevertheless, some would say he h

here in washington, d.c. we're not so sure we're getting out of town yet. >> they should be plans you can cancel if case you have to go right back to work. let me ask a question. jessica says pressure is a great motivator. talk about pressure last night on speaker boehner, couldn't get enough support from his own party for his plan. what does that mean for any kind of bipartisan plan they might be working out? >> it really does illustrate how difficult it is going to be for democrats to even achieve what the president laid out tonight, a scaled down version. the speaker himself said a couple of times today that he believes that the reason why he didn't get even the majority of the caucus to support him was because of a lot of difficulty voting to raise taxes, voting for anything that can be perceived as a tax increase. well, what the president is talking about even scaled down version is definitely raising taxes. and raising taxes on people making $250,000 or more, at least households, so that's going to be difficult to do. that's why reality check here, talking to democrats and repub

again today after a controversial nra news conference in washington. the "kudlow report" begins right now. >>> all right. let's first look at the market reaction to this fiscal cliff stuff. jackie joins us with the details. good evening, jackie. >> good evening to you, larry. while markets finished lower on the day, they were higher on the week. the dow up about .5%, the nasdaq higher by 1.7%, and the s&p 500 up by roughly 1.2% over the last five days. meantime in terms of sector performance, the financials, they had a rough day. the plan "b" proposal for the fiscal cliff. up more than 3% for the week. also technology and materials they finished lower on the day, as well, but higher for the week. the worst-performing sectors this week, consumer staples, telco, and health care, and in terms of the individual stocks that we were watching on the s&p 500 nyse was bigger with a 30% upside after news of that $8.2 billion deal to be acquired by the intercontinental exchange. to the downside, it was electronic arts logging a loss on concerns there will be more scrutiny on violent video games

challenged the members of our party to grapple with these issues, make tough choices. washington has a serious spending problem. this was the year, the size of our debt, all $16 trillionths of it, surpass the size of our retientire economy. but president's solution of raising tax rates would hurt jobs, at a time when for too many of our citizens are struggling to find them. i have seen the damage that higher taxes can do for jobs and families. i do not want tax rates to go up. republicans do not want tax rates to go up. the best way to address are crippling debt is to make significant spending cuts and fix our tax code, to pave the way for long-term growth and opportunity. this is an approach that most americans approve. we only run the house. democrats continued to run washington. hope springs eternal. we have it in us to come together and do the right thing. will continue to work with our colleagues in congress and the white house on a plan that protects families and small businesses. for now, i wish all the american people a blessed and mary christmas. >> on "newsmakers," represen
